This has been happening for the last couple weeks. Any help is appreciated. This solution did not work for me. As soon as I turn off wifi, the photos come through. Really a pain in the rear! I read on another thread that turning 'wifi calling' off will allow the pictures in a text to download normally while you are on wifi. I tried this and it worked. Obviously, the wifi calling should not make a difference, but apparently it does.
